I can't really tell if they're women or not, but even if they are men dressing like women the image has still a really deep artistic approach that, in my point of view, was desired by the musician. So not taking in relevance the gender of the people posing for the photo the image brings a great impact for his listeners, which I believe was the intuit of the artist.
